I would guess mine is in the 70 pound range. I've got an old bathroom scale in the garage that I use for such purposes (shipping weights, etc.), and if I remember later, I'll stick the dinghy on there and see what it actually is.

As far as getting the engine running right and doing anything else with getting that boat ready to move, I put that firmly in the category of SEP.*

I don't know that it's a legal requirement, but it sure seems like a good idea, given that it's generally illegal to discharge oily bilge water. You want some way to keep oil and other engine fluids out of your bilge.

And yeah, a fiberglass pan would be quieter than a sheet-metal one.

The West Marine store near me sells small packages of fiberglass tape - I don't know off the top of my head the sizes, but they're a few feet. I believe they also sell it by the foot off a roll in the store.
