I stole the idea from cruisers Evans Starzinger, Steve Daschew, and Jon Eisberg. It's actually a retro-reflective hi-viz fluorescent tape. It certainly has been effective at attracting attention, but the hope was that it would make it easier for ships to see us at sea.
