Does anyone have any suggestions/pics/sketches for low scaffolding (2' high) to put around the boat for sanding/painting the topsides?

For that height, you don't need much. Basic blocking and planks will work fine, if you have that stuff on hand. Or bang together a series of short A-type sawhorses to support your planks.
A few years ago, I built a series of larger sawhorses specifically for staging that have two levels: one a 4' height for deck work, and one at 2' height for hull work. I use double 2x10s for planks (screwed together) since I don't like how a single plank flexes beneath me.
The horses and planks are ungainly and heavy, but it's stable when set up; normally, I screw the planks right to the horses to stiffen everything nicely. I used junk lumber that I had lying around. Here's a recent picture.
